Results Matter more than Intent

Interesting study. It indicates that signs announcing the number of deaths on Texas highways are sufficiently distracting so as to increase the number of accidents in the segment of the road following the sign. It's a useful reminder that the impact of a policy can be very different than the intent of a policy.
